Welcome to the Philadelphia Empowerment Zone (EZ) website.

From its inception in 1994, the Philadelphia Empowerment Zone has worked tirelessly and with great effectiveness to build hope, economic opportunity and the chance for thousands of low-income Philadelphians to share a meaningful stake in the future for themselves, their families and our City as a whole.

We designed this website to serve the diverse stakeholder groups that have come together to create vibrant communities in the three designated Empowerment Zone neighborhoods - American Street, North Central, and West Philadelphia. As you visit our website, you will learn about the EZ's community-based planning process and the exciting strategies and programs that we have funded to improve public safety, advance human development, create a welcoming environment, and invigorate commerce. You will also hear what EZ residents and businesses have to say about the Empowerment Zone.
